INTERPOL is the world’s largest international police organization, with 190 Member Countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for one qualified candidate for the post of Legal Officer for its Commission for the Control of INTERPOL’s Files (CCF).

**Note to internal candidates holding a fixed-term or an indeterminate contract against a regular budget post – if appointed, the Organization commits to retain the internal applicant’s current type of contract during the assignment to the project and to reassign the official to a post consistent with his/her qualifications and experience at the end of such assignment, as validated by the Executive Committee in its 186th Session in the framework of the M2P programme. The assessment of applications will be carried out taking into account primarily the interest of the Organization and the recruitment requirements.

***This position is linked to the new hire of a Staff Member of the Organization and carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to the return of the concerned Staff Member to the post.

**These posts may be located in other duty stations such as Lyon or Singapore.
Tests/interviews in connection to this selection procedure will take place approximately 3-4 weeks after the deadline for applications. Applicants are kindly requested to plan their availability during this period accordingly, in case they are short-listed. Selected candidates will be expected to report for duty approximately two months after receiving an offer of employment.This selection exercise will be used to generate a reserve.

INTRODUCTION OF THE POSITION :

One of INTERPOL’s main functions is to facilitate the exchange of police information between its member countries. This involves the processing of personal data.

The Commission for the Control of INTERPOL’s Files (CCF) is an independent body of INTERPOL.
It has three main functions: Ensuring that the processing of personal data by INTERPOL is in compliance with the regulations the Organization establishes in this matter; Providing INTERPOL with advice about any project, operation, set of rules or other matter involving the processing of personal data; processing individual requests for access to INTERPOL’s files, as well as complaints.

Under the direct supervision of the Secretary of the Commission or his/her representative, the post holder will monitor and finalize files assigned to him/her. He/she will also carry out research and draft legal documents.

PRIMARY DUTIES :

The post holder carries out legal analysis of individual requests assigned to him/her, seeks solutions to problems encountered, and prepares legal opinions to be presented to the Commission;

He/she essentially studies the written submissions of the different parties involved in individual requests.

He/she may also work on other legal or technical matters related to the Commission’s supervisory and advisory role, in relation with other units of the Organization;

He/she conducts documentary research of a legal nature in a variety of areas (public international law, criminal law, refugee law, human rights law, data protection law) for the information of the Secretary of the Commission, his/her representative or members of the Commission;

He/she prepares studies, correspondence, minutes of meetings, analysis reports, draft rules and other documents intended for the Commission, the Organization’s bodies (General Secretariat, General Assembly and Executive Committee) or other entities outside the Organization, following specific instructions laid down by the Secretary of the Commission or his/her representative;

He/she may be required to take part in meetings organized by the Commission or by INTERPOL, and speak at international conferences and meetings. He/she participates to the sessions of the Commission, and assists the members of the Commission in the fulfillment of their duties;

He/she performs any other duties in accordance with instructions given by the Secretary of the Commission or his/her representative.

REQUIREMENTS

**Only professional experience for which candidates can provide official proof of employment will be considered. Candidates are informed that prior to interviews/test they will be asked to provide copies of such official documents.

All candidates will be assessed against the post requirements mentioned below:

2.1 Training /Education
Higher education in law (Master's, LLM, LLD or equivalent);
Specialization in data protection or human rights desirable.

2.2 Language skills
Fluency in Arabic and English.

2.3 Experience
At least three years’ professional experience in activities related to data protection or human rights.

2.4 Specific skills required
Specialization in data protection or human rights desirable;
Analytical skills and ability to take a global view;
Ability to work under pressure and in an international environment;
Methodical and detail oriented;
Discretion and diplomacy.

2.5 Specific skills required
Word-processing and Internet-research skills.

In addition to the requirements, the following assets and special aptitudes would be beneficial:
Proficiency in a third official working language of the Organization (Spanish or French);
Strong communication skills, both in written and oral form (public speaking and delivery of presentations);
Personal and professional maturity;
Ability to maintain objectivity and apply logical reasoning;
Ability to work in a team as well as individually;
Ability to work under pressure;
Good social skills, particularly in a multicultural environment;
Initiative, creativity (original thinking) and curiosity;
Ability to take a global view;
Good listening skills.

WORKING CONDITIONS :

Remuneration for appointment on contract: The starting salary for GRADE 5 is EUR 3566 per month for a step 1. The successful candidate may be offered appointment on a higher step depending upon professional background and experience. The incumbent may occasionally be required to work occasional overtime based upon workload and to go on missions.
