France: EMERGENCY EXECUTIVE DIRECTOR (M/F)

As a member of the management team of the ACF Operations Division-France, reporting to the Director of Operations, you will develop strategies and establish guidelines for operational intervention choices for humanitarian emergency situations*.

You will help position ACF as a major responder to humanitarian crises by ensuring ACF-IN's approach and strategic collaborations with country missions. You will represent ACF as one of its spokespersons.

This job description defines in detail what the position will be after final reorganization of the Emergency Division. An action plan will guide your transition into this job.

* As part of the New Deal, Country Directors, Regional Directors of Operations are responsible and accountable for positioning ACF during an emergency response.

Specifically, under the guidance of the Director of Operations, working closely with DROs and Country Directors, and complying with ACF framework documents, the Assistant Emergency Director is responsible for:

  • Developing and implementing strategy

  • Conducting a macro dynamic analysis of humanitarian emergency situations for the DRO and the DO, advising them, and playing a role in making decisions about ACF positioning

  • Ensuring that missions are prepared to intervene as part of a strengthened emergency preparedness strategy

  • Managing and coordinating the emergency response team in order to ensure organizational intervention capacity, expertise and integration, especially during deployment

  • Developing and managing emergency field team resource allocations

  • Organising field interventions to support either missions preparing for emergency responses or the maximum possible implementation of emergency responses by local teams

  • Directing emergency operations in a country - taking on the Country Director role when necessary: full deployment of the emergency pool, exploratory mission, or Country Director vacancy in an existing mission

  • Proposing and initiating operational partnerships as part of an emergency intervention

  • Generating effective and practical tools specifically for emergencies

  • Documenting, analysing, and sharing lessons learned from interventions

  • Representing ACF to institutional representatives, donors, and media

  • Developing—together with MEAL teams—qualitative and performance indicator grids to ensure regular monitoring and implement corrective measures, if necessary

  • You are motivated and willing to work in the area of humanitarian assistance/response to emergencies in the field

  • You have significant experience in emergency situations with multiple organizations, as well as experience in emergency preparedness.

  • You are available for field deployment in an emergency for periods lasting one-to-six-weeks, and you are able to spend 30% of your time working in the field.

  • You are able to work effectively in complex environments, stressful situations and sometimes austere conditions.

  • You are independent and able to work with your peers as a team player

  • You have excellent leadership skills

  • You have excellent organisational skills, are able to manage multiple activities simultaneously, and meet deadlines
