The University of Rhode Island, Coastal Resources Center, is recruiting applicants for the position of Chief of Party to lead a USAID-funded project in marine fisheries, biodiversity conservation and livelihood development that is anticipated to start sometime after April 2018. The CoP, based in Dakar, will provide overall program leadership, management, and technical direction. This position is contingent upon receipt of donor funding and candidate approvals by the donor.
Responsibilities:
I. Strategic Leadership
· Provide technical supervision and administrative oversight for all activities and at all levels
· Responsible for all aspects of coordination and communication, including with USAID, the Government of Senegal, other donors, the private sector, universities, and other counterparts
· Oversee program work planning, performance management, and strategic communications
· Responsible for implementation of activities defined in approved annual work plans and ensuring that all program assistance is technically sound, high quality and delivered on time
· Ensure program’s strategic objectives and performance targets are fully accomplished
· Oversee program’s monitoring and evaluation and learning system supporting use of data as the basis for measuring performance and adapting project interventions
· Develop synergies with other donor projects and local institutions
II. Management, Finance and Administration
· Ensure staff and sub-contractor understanding of, and compliance with all USAID and URI financial and administrative operating policies and procedures
· Prepare in-country staff employment contracts
· Supervise senior project staff, their performance relative to contract TORs, and deliverables
· Develop and manage program budget, including tracking of financial and material resources
· Ensure accurate and timely reporting of project finances against project progress and outcomes
· Develop terms of reference and contracts for local consultants and sub-contracts
· Ensure proper archiving of all project documents and reports
· Provide written and oral reports to USAID when requested
· Oversee program communication strategies
· Prepare annual work plan
· Provide quarterly programmatic reports to CRC and USAID
Qualifications:
· A high degree of technical credibility together with strong leadership skills
· A record of exemplary professional experience in fields related to marine resources management including
· Direct experience or knowledge of sub-Saharan fisheries, coastal and marine resource management issues required
· An advanced graduate degree (Ph.D. preferred) in a related technical or management field (e.g. fisheries, coastal, or environmental management, public administration, business administration, governance, etc.)
· Ability to work collaboratively with government stakeholders, international donors, and local partners at the national and sub-national levels; record of building capacity of local partners
· Minimum of ten years of progressively increasing management responsibility in international development, preferably in West Africa
- Previous experience as a COP, Project Director, or similar senior management position for projects with similar magnitude and complexity in developing countries
- Experience with USAID programs and knowledge of USAID rules and regulations
- Fluency in written and spoken English and French required.
- Demonstrated competence in establishing and maintaining synergies among programs
- Excellent written and oral communication skills
