Senegal: Regional Advocacy & Communication Advisor for West Africa

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

ACF-Spain is looking for a Regional Advocacy & Communication Advisor for interventions in West Africa, based in Dakar (Senegal).

GENERAL OBJETIVES

• Strategy development and implementation - Coordinate, implement, monitor and evaluate ACF regional advocacy strategy for West Africa as part of the ACF International Advocacy Strategy and in line with the West Africa Strategy, with the support of the wider ACF International advocacy team
• Networking and representation - develop and enhance ACF’s position at regional level
• Technical assistance and Capacity building - support and enhance policy and advocacy capacity in ACF missions in West Africa
• Grant management – manage existing advocacy grants and lead the writing of further successful advocacy funding proposals

SPECIFIC OBJECTIVES

• Coordinate, implement and monitor and evaluate ACF regional advocacy strategy for West Africa as part of ACF International Advocacy Strategy and with the support of the wider ACF International Advocacy team
• Networking and representation - develop and enhance ACF position at regional level
• Technical Assistance and Capacity building - support and enhance policy and advocacy capacity in ACF missions in West Africa
• Grant management – lead and ensure effective & efficient multi-country advocacy grant management. Manage regional advocacy grants, ensure activities are carried out and reported on in line with donor requirements (including 2 current grants ECHO and AFD).

PROFIL DU CANDIDAT

• Masters’ degree in development studies, international relations/ affairs, social sciences, politics, or similar field
• At least 5 years’ experience in advocacy. Experience in other fields than advocacy will be examined in the face of exposure to high-level stakeholders (governments, UN agencies, NGOs – at national level)
• Strong and demonstrated expertise in Advocacy and/or representation and influence of aid policies at a high level (eg country director/tech coordinator profile with a track record of representation to donor and government for fundraising as well as in the field of policy-making)
• Good knowledge of Food and Nutrition sectors and policies in emergency and post-emergency contexts – high interest for food and hunger stakes
• Knowledge of West Africa context and of some of the countries managed by the WARO (Nigeria, Niger, Mali, Mauritania, Senegal, Burkina Faso, Chad, Guinea, Sierra Leone, Liberia)
• Excellent knowledge of advocacy cycle and advocacy tools
• Excellent writing skills and oral communication skills
• French and English fluency is compulsory.
• The post holder will be based in Dakar and will have to be ready to travel to countries across the region

REMUNERATIVE PACKAGE

· Formal contract of work. Forecast duration: 12 months

· Salary: from 1.850€ to 2.400€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain).

· Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)

· House and maintenance covered by the organization (including per diem): package estimated according to the destination.

· Travel costs to and from the mission.

· 25 working days of paid leave per year.

· Break: additional rest period, including travel cost to a reference area and economic help of 215€.

· Health, repatriation, travel and life insurance covered by the organization.

· Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain)
