France: Head of Justice and Human Rights

The Syrian Center for Media and Freedom of Expression (SCM) is seeking an outstanding director of its Justice and Human Rights Unit.

Founded in 2004, SCM is a non-profit, non-governmental independent civil society institution that works to achieve justice, to defend human rights, to promote media and freedoms, and to boost the role of civil society and active citizenship. SCM’s vision is a democratic world based on justice, freedom and equality that respects human dignity and human rights. SCM carries out its work through programmes and projects run through its three units: Media and Freedoms, Justice and Human Rights, and Civil Society and Active Citizenship.

SCM operates from its offices in Berlin and Gaziantep, Turkey, with staff and volunteers working remotely from France and Syria. SCM also has consultative status at UN ECOSOC and is a member of the International Federation for Human Rights (FIDH).

The SCM Justice and Human Rights Unit (JHRU) aims to combat the impunity for those responsible for human rights violations committed in Syria, contribute towards guaranteeing the rights of victims and their access to justice, and pushing for the integration of human rights principles in all aspects of Syrian society through institutional and legal reform in Syria to be in accordance with international human rights standards.

Key Responsibilities

• Develop and implement the JHRU strategy, in close collaboration with the Executive Director, SCM President, Program Manager and communications team;
• Manage the JHRU team of staff and volunteers and lead the training and development of the team;
• Recruit project staff for JHRU projects;
• Develop fundraising strategies for the JHRU, develop project proposals and actively seek out funding opportunities;
• Lead the monitoring and evaluation of all JHRU projects;
• Develop and maintain contacts with Syrian and international human rights organizations, national judicial authorities, international mechanisms for Syria, media practitioners, diplomats and donors;
• Provide strategic direction and guidance to JHRU team in its investigation of human rights violations committed in Syria with the aim of providing evidence for litigation;
• Identify opportunities for strategic litigation in third countries based on the principle of universal jurisdiction and/or where victims are nationals of third countries;
• Lead the establishment of victims’ associations and promote victims’ access to justice and reparation;
• Engage with international mechanisms for Syria including the IIIM and the UN Commission of Inquiry;
• Develop dynamic and innovative strategies and campaigns to combat impunity for human rights violations committed in Syria;

• Contribute to capacity building of Syrian human rights defenders; Qualifications and experience:

• At least 3 years of professional experience in designing and implementing human rights programmes such as human rights advocacy, litigation or campaigning;

• A degree or relevant qualifications in the following areas: law, international relations, social sciences, politics, journalism or a related field;

• Experience in working with national, regional or international human rights organizations;

• Strong familiarity with the Syrian context;

• Experience in engaging with international and/or regional human rights mechanisms;

• Strong interpersonal skills and an ability to work in a collaborative, dynamic and small team;

• Strong passionate and utmost commitment to the principles and practice of human rights;

• Excellent organizational skills and an ability to work under pressure and multi-task;

• Dynamism and excellent problem-solving skills;

• Excellent writing and editing skills in English and Arabic;

• Flexibility and a capacity to travel; Desirable qualifications:

• Fluency in any of the following languages: German, French, Spanish, Kurdish;

• Masters degree in the following fields: international human rights law, international humanitarian law, international criminal law;

• Strong knowledge of digital security;

• Valid EU work permit.

المهام والمسؤوليات:

• المساهمة في تطوير وتطبيق استراتيجية وحدة العدالة وحقوق الإنسان، وذلك بالتنسيق المستمر مع كل من المدير التنفيذي، رئيس المركز، مدير البرامج وفريق التواصل.
• قيادة وحدة العدالة وحقوق الإنسان والإشراف على تطوير مهارات الفريق من خلال البرامج التدريبية.
• توظيف أعضاء جدد لمشاريع وحدة العدالة وحقوق الإنسان.
• المساهمة في تطوير استراتيجيات التمويل لوحدة العدالة وحقوق الإنسان، بما في ذلك كتابة عروض المشاريع والاهتمام ومتابعة فرص التمويل المتوفرة.
• الإشراف على عمليات المتابعة والتقييم الخاصة بمشاريع وحدة العدالة وحقوق الإنسان.
• تطوير شبكة علاقات الوحدة من خلال التشبيك مع كافة الأطراف المعنية كمنظمات حقوق الإنسان المحلية والدولية، وبناء جسور التواصل مع كافة السلطات التشريعية وآليات المحاسبة المعنية بالشأن السوري و وسائل الإعلام والجهات الدبلوماسية والداعمين.
• قيادة جهود وحدة العدالة وحقوق الإنسان في مجال التحقيق في انتهاكات حقوق الإنسان المرتكبة في سوريا وذلك بهدف تقديم الدلائل ضمن سياق الدعاوى القضائية.
• المساهمة في تأسيس روابط لضحايا الانتهاكات وتمكينهم من الوصول لسبل المحاكمات والتعويضات المتعلقة بقضاياهم.
• التشبيك مع الجهات القائمة على آليات العدالة والمحاسبة في سوريا كـلجنة التحقيق التابعة للأمم المتحدة و IIM (الآلية الدولية المستقلة والمحايدة لمحاسبة مرتكبي جرائم الحرب في سوريا).
• المساهمة في تطوير الاستراتيجيات والحملات بهدف مكافحة الافلات من العقاب لمرتكبي انتهاكات حقوق الإنسان في سوريا.

• المساهمة في بناء القدرات ورفع الكفاءات للمدافعين عن حقوق الإنسان في سوريا.

• المهارات والخبرات المطلوبة:

• خبرة 3 سنوات على الأقل في مجالات العمل الخاصة ببرامج حقوق الإنسان كالمناصرة والدعاوى والحملات.

• شهادة جامعية في إحدى الاختصاصات التالية: الحقوق، العلاقات الدولية، العلوم الاجتماعية، العلوم السياسية، الإعلام.

• خبرة في العمل مع منظمات حقوق الإنسان المحلية أو الإقليمية أو الدولية.

• الفهم العام للحالة السورية والسياق العام للأحداث.

• خبرة التعامل مع آليات العمل الخاصة الدولية لحقوق الإنسان.

• القدرة على التحلي بروح الفريق والعمل الجماعي.

• القدرة على تحمل ضغط العمل والمهام المتعددة.

• مهارات التواصل الشخصية والعملية والقدرة على إيجاد الحلول.

• إتقان اللغة العربية والإنكليزية محادثة وكتابة وقراءة.

• مرونة التحرك والقدرة على السفر.

الأفضلية لمن تتوفر فيهم الصفات التالية:

• إتقان إحدى اللغات التالية (بالإضافة إلى الإنكليزية): الألمانية، الفرنسية، الاسبانية، الكردية.
• شهادة ماجستير في قوانين حقوق الإنسان الدولية، أو القانون الدولي، أو القانون الجنائي الدولي.
• معرفة جيدة بالأمان الرقمي.
• إذن للعمل في الاتحاد الأوروبي.
