Senegal: Chief of Party

Chemonics seeks a chief of party for the anticipated USAID Value Chain Services (VCS) project in Senegal. VCS will seek to enhance the productivity of smallholder farmers and community-based service providers as well as improve connections to the market for agricultural commodities such as rice, horticulture, and millet. The chief of party will provide overall technical management and oversight on the project. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide leadership, technical direction, and management oversight for all project activities and results
  • Serve as the project’s primary liaison with USAID, the government of Senegal, and international and local partners
  • Ensure project compliance with all contractual and administrative requirements, with support from the home office and the operations and finance team
  • Promote strategic planning, management, collaboration, and teamwork with shared vision, sound business decisions, and coordination with key stakeholders’ national plans
  • Oversee development of annual work plans, new activity implementation plans, quarterly reports, and other reports, as required by USAID
  • Manage, mentor, and develop a high-performing team of international and local technical and administrative staff

Qualifications:

  • Minimum 10 years of progressively responsible experience in agribusiness, value chain development, nutrition, policymaking, or private sector development
  • Demonstrated experience in public-private partnerships, climate-smart agricultural policy reform, facilitation in the Senegal/West Africa context, public-private dialogue, and institution coalition-building in rural economies
  • Experience as chief of party, deputy chief of party, or senior technical advisor for USAID projects of similar complexity and financial size, with demonstrated experience managing a diverse team of professionals and overseeing administrative, procurement, hiring, recruitment, financial and logistical aspects of project implementation
  • Experience working with international development agricultural research agencies, governments of developing countries, and the private sector
  • Proven ability to resolve sensitive and complicated work challenges with senior-level country counterparts, donor representatives and senior-level staff
  • Proficient in English and French
  • Demonstrated leadership, versatility, and integrity
