France: Paediatric Nursing Advisor – Part-time (M/F)

Under the hierarchical responsibility of the Medical Director in Paris and the functional responsibility of the Deputy Medical Director in Sydney, this advisor aims to contribute through his/her expertise to the improvement of activities related to her field in MSF projects. He / she will provide support for paediatric and neonatal nursing care, both within hospital activities as well as strategies aimed at better preventive and curative management at the level of local communities (villages / health centers) and the link with the hospital.

Overall Responsibility

The nursing advisor, as part of the Medical Department, contributes to the implementation of MSF’s social mission through medical leadership, expertise and advocacy. This is achieved by the following:

-Contribution to medico-operational strategies

-Providing relevant, context-adapted medical support

-Assuring quality improvement and respect for medical ethics in our operations.

-Developing and supporting operational research and relevant medical innovation.

-Advocating internally and externally, based on field needs, experience and research.

-Providing linkage to MSF and the external medical community.

Specific description of duties

-S/he will contribute to the improvement of care of patients in MSF projects, including the care of the severely sick child, as well as neonates or children with specific diseases prevalent in MSF contexts (infectious diseases like HIV/TB or if relevant chronic diseases etc).

-S/he will work alongside a team of other clinicians including paediatricians, women’s health experts and other medical colleagues specialized in relevant fields.

-S/he will have an overview over the majority of programs providing child care.

Provide advice and support to the medical officers of the cell (MedCell) and the field:

-Together with field and cells, actively participate in project development and monitoring by contributing your knowledge in the field of nursing.

-Assist the field and cells in making decisions related to the nursing field and ensure that best practices are put in place considering the specific constraints of each context.

-Ensure that the guides, protocols and tools necessary to ensure quality nursing care are available to the teams and ensure their application.

-Conduct regular field visits and is available for unplanned field support visits in case of emergencies – provides concise reports within 2 weeks upon return.

-In collaboration with Human Resources team, technical validation of paediatric nursing candidates for expatriation, including validation of CVs and assessment of experience/skill level required for placement in the field.

Responsible for monitoring and analyzing paediatric nursing activities:

-Contribute to the definition of indicators necessary for monitoring paediatric nursing activities.

-Analyze the nursing data for all the missions with paediatric activities and regularly share the results of the analysis with respective fields, cells and medical department.

-Actively contribute to the Annual Plan of the Medical Department.

Responsible for updating knowledge about paediatric nursing

-Develop paediatric nursing, hospital and outpatient, protocols, taking into account contexts and level of care in the field.

-Update existing guidelines or protocols regarding paediatric nursing content, in collaboration with the general nursing advisor, the paediatric medical advisors or where relevant the MSF intersectional working group for nursing care.

-Propose new tools and medical devices as needed.

-Work closely with the pharmacy team and paediatricians regarding paediatric drug administration practices in the field.

Participate in the transfer of paediatric nursing competencies

-Remain current regarding medical literature, innovative context-adapted tools and equipment.

-In collaboration with the paediatric advisors and the training unit, participate in the delivery of the Paediatric Emergency and Neonatal Training programs, and update the nursing content of the training as required.

-Participate in the paediatric and nursing working groups, sharing knowledge and experience with the other MSF operational sections.

-Brief and debrief field workers and HQ staff as appropriate.

Representation within and outside of MSF

-Discuss and share experience within the movement and in external forums.

-Represent MSF in relevant external meetings.

-Create network of relevant specialists.

Essential Selection Criteria

Nursing degree/diploma

Minimum 5 years clinical nursing experience, with at least 3 years in paediatric and neonatal care.

Field experience with MSF, preferable in MSF OCP

Experience and competence in training/coaching

Good organizational and realistic planning skills

Ability and willingness to take initiative and work autonomously

Pragmatic, solution-oriented thinking

Good written and oral skills in French and English

Capacity and willingness to work outside regular office hours

Willingness to travel to the field and Sydney/Paris

Desirable Selection Criteria

Coordination and/or Headquarter experience (field co, project manager…)

Diploma in Tropical Health or International Health

Status : 12 months fixed-term contract, Part time, based in Paris or Sydney. Some travel is expected abroad to MSF fields.

Salary conditions : 48,4 K€ annual gross salary for 13 months (based on full-time). Complementary health insurance is fully paid by MSF, 9€ lunch vouchers (60% paid by MSF). Support for 50% of the public transport subscription.

Starting date : June 2018
