CONTEXT

Established in 1951, IOM is the leading United Nations agency in the field of migration, and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

In 2017, the International Organization for Migration (IOM) and the European Commission launched several IOM-EU External Actions to Support Migrant Protection and Reintegration of returnees funded by the EU Trust Fund (EUTF) for Africa and the Development Cooperation Instrument. In the framework of the EUTF-funded Joint Initiative for Migrant Protection and Reintegration in Africa (covering 14 countries in the Shale and lake Chad region and neighboring countries, including Libya).

In the context of IOM’s Regional information management strategy, systems are being upgraded and expanded to ensure a high-quality document repository, improve knowledge management activities, and systematically store and manage project reports. The upgrade improves operational efficiency and the data produced will provide valuable insight into IOM’s programming.

Under the overall supervision of the Regional Programme Coordinator, and the direct supervision of the Regional Information Management Officer, the successful applicant will support the development of the West and Central Africa region SharePoint Sites. The applicant will be based in Dakar, Senegal, for the duration of the assignment.

TASK TO BE PERFORMED

· Analyse existing SharePoint sites, requirements, and suggest enhancements on: report collection, document repository, and knowledge management

· Analyse specific SharePoint needs for low-connectivity in the region

· Lead the implementation of these enhancements: design, develop, and customise team sites, libraries, lists, views, and workflows

· Coordinate enhancements with countries in West and Central Africa

· Prepare user-guides

· Advise on further enhancements and business process automation

DELIVERABLES

By 30 April:

· Requirements analysis report (detailing connectivity issues)

· Proof of concept and work plan for suggested enhancements: Reporting, Knowledge Base, Document Repository

By 31 May:

· Enhanced sites in production: new design, reporting workflows, document repository, and knowledge base.

· User-guides describing end-to-end use cases

· Report with suggestions on further enhancements and business process automation

DESIRABLE PROFILE

The successful consultant shall be able to demonstrate a combination of the following skills, experience and qualifications:

· Completed Bachelor’s degree in computer science, or relevant experience

· 4-5 years progressive experience as a SharePoint Developer

· Experience with SharePoint 2013 and 2016

· Experience with SharePoint Designer, InfoPath, and Visual Studio

· Experience with SharePoint workflows, Site collections, Sub sites, Master Pages, Lists, Custom Lists, SharePoint Designer, InfoPath, Web Parts, and APIs

· Experience with .NET SharePoint application design, development, configuration and integration

· Experience with C# and .NET, and PowerShell

· Experience with SSRS and Power BI reporting preferred

· Experience with SharePoint hybrid architectures (combined on-premises and cloud deployment) is an advantage

· Familiarity with West Africa migration dynamics is an advantage

· Experience with emergency humanitarian operations, management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products is an advantage

· Work with minimal supervision
