CONTEXT andOBJECTIVES:
Humanity & Inclusion (HI) is looking for a dynamic, creative and bilingual (French and English) mine risk education Technical Advisor to build and grow HI’s technical support armed violence reduction (AVR) projects worldwide. The position will be based in Lyon, France with frequent travel worldwide.
Under the supervision of the AVR Head of technical Unit, the RE Technical Advisor (TA) will be responsible for working with HI’s HQ Operations Desk involved in related activities and in close cooperation with the AVR Technical Unit staff members. The TA will be responsible to provide on time and adequate technical support to field staff and to support the development of innovative methods and tools.
MAIN RESPONSIBILITIES:
Responsibility 1: Support the strategic development of AVR programmes/projects
Contributes to the strategy development and implementation of the AVR Technical Unit;
Ensure smooth cooperation with Operations Divisions;
Support exploratory missions led by Operations’ Divisions;
Collect and analyze relevant data to support project design & dissemination;
Support the project designing, proposal and provide effective technical support;
Support reports ‘writing and project documents and tools validation;
Identify research leads for relevant thematics, design and conduct research;
Responsibility 2: Ensure quality assurance, control and evaluation
Ensure quality and coherence of AVR projects according to HI’s standards and methods;
Continuously improve and update data collection tools and methods;
Oversee the process of Needs Assessments, Baseline Studies and Impact Assessments;
Ensure strong and coherent data management, monitoring and evaluation;
Ensure QA / QC SOPs are up-to-date and their implementation respected;
Carry out regular field visits to monitor and advise the field staff in programme/project delivery;
Carry out evaluation of programmes/projects;
Responsibility 3: Ensure capacity development, networking and external relations
Support HR recruitment and talent management;
Ensure HI’s field staff are well trained/coached and have the relevant skills and capacity to deliver programmes/projects efficiently and effectively;
Deliver quality training courses;
Promote and support the capacity development of HI’s partners;
Outreach the aims, objectives and scope of HI's programmes/projects to stakeholders;
Built and maintain relations with stakeholders;
Represent HI at conferences/ workshop and in various professional meetings and international working groups;
Responsibility 4: Ensure Knowledge Management
Support the process of the technical unit becoming a clearing-house for relevant up to date and useable data;
Promote and disseminate such data where & when appropriate, both internally within Hi and to relevant external stakeholders;
Promote capitalization , guidelines/ publications and disseminate produced documents;
Provide technical support to ensure that HI is able to articulate and document relevant best practices;
Ensure documentation and consolidation of success stories, which can be communicated externally;
DESIRED PROFILE:
You hold an university Degree, preferably Master’s, in Conflict/Security issues, International Development, International Relations or other relevant subject
You have :
at least 5 years programming and/or technical experience in the areas of community safety, conflict prevention/resolution, social cohesion, peacebuilding, small arms control and/or stability;
a minimum of 5 years working experience at an international level with humanitarian international NGOs or operational UN agencies ; with a minimum of 3 years’ field experience in conflict affected areas;
prior experience in staff mentoring, coaching and/or training and in project design/writing and project management;
Political and cultural sensitivity, including ability to adapt well to local cultures;
Strong liaison, education and communication skills (oral and written);
Ability to resist external pressures and problem solver;
Innovative and creative thinking
Preferably, you have experiences in the areas of conflict resolution, security governance and/or community based programming;
You manage english and french (required) and spanish or arabic (an advantage)
You manage MSOffice package and database/GIS application (an advantage)
CONDITIONS OF THE POSITION:
Type of contract : Permanent contract starting from June 2018 ideally

Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
5 weeks of annual leave
