The Danish Refugee Council (DRC) aims to establish a West Africa Regional Mixed Migration Secretariat (RMMS) in Dakar as a unit within the regional office in order to increase the DRC capacity to work on Mixed Migration in the region. The overall objective of DRC implementing the RMMS West Africa is to enhance the protection of people in mixed migration flows, through information management, research-based analysis, policy development, networking and coordination with others agencies.
West Africa is a key migration hub characterized by fast-evolving and complex population movements. The multi-dimensional nature of migration makes it particularly difficult to quantify people on the move, or assess their profiles, vulnerabilities and protection needs. . The governments and agencies involved face difficulties to develop efficient policies, data collection system and to obtain sustainable results in managing migration processes and protecting people on the move
The establishment of an RMMS is based on extensive consultations between the partners to discuss the protection gaps, needs and how key stakeholders can best collaborate to address gaps and improve mixed migration management and response. In addition the experience of operating a RMMS and a DRC project on Mixed Migration in the Horn of Africa since 2011, will be used to inform and advice the component of the Secretariat in West Africa region.
It is important that the work of the Secretariat remain focused on improving information flow and coordination among the already existing forums in the region and avoid duplicating their efforts. The Secretariat is a unit of data management, analysis, research andadvocacy which will be established and managed by DRC to improve its activities on the field. It also, where necessary will offer a coordination service. The RMMS data collection system is based on an innovative mixed migration movement monitoring initiative (4Mi)that implements a multi-country project attempting to monitor and analyse the changing trends of migrant movement in the region and beyond.
THE ROLE
DRC is looking for a Mixed Migration Coordinator will be responsible for the overall DRC strategy and establishment of a Regional Mixed Migration Secretariat (RMMS) in West Africa, including setting up and management of the Secretariat, developing its expanding role in the region as well as answering to the needs of DRC on Mixed Migration matters.He/She will also be responsible for external representation, managing and instigating new fora, achieve fund-raising for RMMS/DRC Project on Mixed Migration and establishing innovative and effective DRC responses to mixed migration in the region and beyond.
The RMMS will be managed by the DRC Regional Office for West Africa in Abidjan and will be part of the Mixed Migration Technical Working Group created in Dakar in December 2015 gathering several partners working on Mixed Migration (IOM, UNHCR, UNODC, DRC, and UNICEF)
The incumbent will undertake frequent travel within the region as required.
KEY RESPONSIBILITIES
Management of the Secretariat
- Recruit and manage secretariat support staff in Dakar and Abidjan
- Develop work plans for the RMMS, to be submitted to the DRC regional office
- Manage budgets and interventions of various donors including the EU, IGAD, SDC, IOM, BPRM and others as they arise.
- Maintain excellent donor relations and bring in new donors to fund and support RMMS and DRC potential project on mixed migration
***Information Management (regional information centre) & Research***
- Continue the sector-leading analysis of regional mixed migration data, strategies, policies and legislation, and production and dissemination of quality reports.
- Gather and share/disseminate existing data, information, legislation, policies and conventions, reports, best practice experiences and working methods available in the region to assist DRC in planning his work.
- Set up and update/maintain a library and web portal, to make information and analysis available to regional MMTF agencies and state authorities.
- Continue to coordinate and manage sector-leading research initiatives on areas of relevance and interest, as approved by DRC and potential partners and thereby maintain RMMS’s pre-eminent research reputation in the sector.
***Advocacy, promotion of regional dialogue, networking and coordination***
- In collaboration and under the supervision of DRC facilitate and coordinate regular consultation/technical working workshops and conferences/meetings, to identify areas for research or tools development.
- In collaboration and under the supervision of DRC, assist in the development of a regional advocacy strategy and in regional coordination of information campaigns.
- Support existing forums and members to engage with governmental and inter-governmental actors on mixed migration.
- Offer RMMS/DRC staff and resources to support international and inter-regional conferences, workshops and debates as well as training programmes, all to add value to the relevant sector.
***Support to capacity building and advice***
- Support existing forums in the region and DRC projects with a better understanding of the regional aspects of mixed migration.
- Identify experts to offer advice/work alongside DRC Offices/ and potential partners
- To continue to provide advice on existing tools, training materials and experts on capacity building and response.
- Continue to provide advice and support to the Technical Working Group on Mixed Migration which was formed in December 2015.
- Continue to offer robust support and strategic direction to DRC as an agency as it further defines its role vis a vis the emerging and growing phenomenon of mixed migration.
Reporting
Strategic and Technical supervision and reporting: The overall strategy and outline for the work of the Regional Mixed Migration Secretariat has been laid and approved by the DRC Regional Director and the RMMS Horn of Africa. The Coordinator will report to the DRC Regional Director in West Africaon a quarterly basis, and work according to the rolling 6 months’ work plans
Administrative supervision: The Regional Mixed Migration Secretariat Coordinator will be supervised by the DRC Regional Director for the West Africa Region. He/She line manages and supervises the technical/administrative staff of the secretariat and any short-term consultants.
YOUR PROFILE
To be considered for this role, you must have:
Advanced university degree in International Law, Political Sciences or similar;
A minimum of 7-10 years of experience from relevant international position;
Excellent communication and networking skills
Excellent human rights/protection knowledge and solid knowledge of international refugee law;
Having a clear understanding of the regional mixed migration dynamic in West Africa;
Field protection experience from one of the concerned countries is an added advantage;
Proven experience in leading and conducting research Good IT command, solid understanding of web, and database design;
Strong analytical and writing skills in French and English is essential; good command of one of the following languages is a strong added advantage: Arabic, Wolof and/or Haoussa.
