Different institutions (Principal Recipients and Sub-recipients) will receive grants from the Global Fund (TGF). The Fiscal Agent shall act on behalf of the TGF to provide a broad range of financial management services to implement the projects funded with the Grant funds (the “Program”). In this capacity the Fiscal Agent shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended, while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out in the Agreements.
Job Description
Specific responsibilities include:
Part of the Management team responsible for the overall supervision, monitoring of compliance with the TORs and quality control over the FA operational team.
Reporting to the Fiscal Agent Manager (FAM), the Finance Expert will be responsible for various aspects of accounting and financial reporting.
Supporting the Fiscal Agent Manager in recommending, implementing and maintaining fiduciary control processes
Supervising and training a team of Local Professional Accountants to assist with system requirements and reporting. Experience in Capacity development would be a strong asset.
Submit reports as prescribed on the financial activities of the Program.
Develop and Implement procedures for financial management, accounting and reporting, including procedures for internal controls and systems of accountability
Finance Capacity development like reinforcement of financial management skills, accounting skills, reinforcement of control and verification skills.
As needed, transfer knowledge and skills to fund recipients, Project Managers and Project Implementers on the financial management systems in order to ensure the establishment and operation of a proper, efficient, and transparent financial management system, which support the implementation of projects funded by the donor.
Protect the financial management activity from fraud, waste and abuse.
Development, implementation and supervising of guidelines and checklists for the management of the grants.
Respond promptly and fairly to complaints about the timeliness of payments.
Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a fiscal agent.
Qualifications:
Master in Business Administration or Finance; Accounting certifications like ACCA (Certified Chartered Accountant or Certified Public Accountant, CA or CPA
Education or Training in business, economics, finance, accounting, public administration, or related field. Experience in team management.
Significant Experience working as a financial management professional (approximately 8 years or more)
Significant Experience setting up a financial management operation
Previous working experience with international donors or with grant management, working experience with World Bank, MCC and/or the Global Fund is an asset
Extensive experience and proficiency in the use of automated commitment, budgeting and accounting software applications (accounting packages), experience with Tompro is an advantage
Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point
Excellent communication skills and experience working with stakeholders
Working experience in Africa is an advantage
Knowledge and experience of contract and procurement procedures would be an advantage
Fluency in English and French is a must
Nationality Malagasy is a must
