Background

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

The OECD’s Development Assistance Committee (DAC) brings together bilateral donors along with key multilateral donors to exchange expertise and lessons learned in order to help developing countries reduce poverty and achieve the Sustainable Development Goals.

International Network on Conflict and Fragility

The International Network on Conflict and Fragility (INCAF) is a subsidiary body of the DAC and as such functions as a community of practice and source of expertise that promotes collective learning on specific aspects related to development. The objective of INCAF is to facilitate the improvement of development cooperation and coherent international action in situations of conflict and fragility.

In particular, the network focuses on supporting the achievement of the Sustainable Development Goals (SDGs) in contexts that are experiencing threats or impacts of violent conflict, human insecurity, fragility, weak governance and instability.

The Intern will support the Conflict, Fragility and Resilience (CFR) team in its role as the technical secretariat for INCAF. As such, the intern will provide both substantive inputs and assistance in coordination aspects, with the main functions of the role being the following:

(1) Contributing to the preparations for the INCAF Director-Level Meeting and Task Team Meetings as well as any related follow-up tasks, such as drafting meeting summaries, etc.

(2) Collecting and coordinating the content and updates of the team’s internal and external communications

(3) Supporting the preparation of papers, publications, newsletters, etc. – including processes related to the OECD Report "States of Fragility 2016 - Violence and Conflict".

(4) Undertaking background research on thematic and policy topics as required.

Objectives of the internship

· Learn about policy development processes in a multilateral organisation and gain detailed insights on the current debate on issues and programming in contexts of fragility, violence and conflict.

· Help to deliver a number of outputs (background research, analytical work, reports, meetings, and outreach related activities) linked to conflict and fragile states.

General scope of work

· Attend, participate in and report on INCAF meetings and relevant thematic Task Team meetings, seminars and workshops as well as DAC and other related OECD meetings.

· Analyse and formulate, directly or through work with others, background papers and/or substantive documents for consideration by INCAF, the DAC or its relevant working groups and initiatives, e.g. INCAF engagement in the IDPS.

· Conduct background research and distil material into concise background notes as basis for good practice notes or other policy papers, reflecting a range of developing partner countries viewpoints so as to strengthen the basis for development co-operation partnerships.

· Design and organise seminars and workshops with selected partner country and/or expert participation.

· Liaise with professionals in national and regional development co-operation institutions, with subject matter specialists in academia and policy research institutes in DAC Member Countries and developing countries and with relevant Directorates and associated bodies within the OECD.

· Support the team’s publication process and lead on selected aspects of the publication cycle (e.g. quality assurance, editing, and liaison with publications staff).

Specific deliverables

A set of specific deliverables depending on the current work programme and needs of the team will be agreed upon arrival.

An internship at the OECD shall be open to a person who is enrolled as a student in an educational or research institution recognised as such by the Organisation. It may also be open to a person who is in receipt of a grant or fellowship, provided that this person and the institution providing the grant or the fellowship meet all the conditions respectively applicable to them under OECD Policy.

The duration of the internship is for a period up to six months on a full-time basis (40h per week). Please indicate clearly your availability in your cover letter.
