Background
The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
The OECD’s Development Assistance Committee (DAC) brings together bilateral donors along with key multilateral donors to exchange expertise and lessons learned in order to help developing countries reduce poverty and achieve the Sustainable Development Goals.
The States of Fragility report
The DAC’s subsidiary bodies include the International Network on Conflict and Fragility (INCAF). INCAF helps improve the policy and practice of international engagement in fragile and conflict-affected contexts. It provides a community of practice for OECD governments and international development organizations, and acts as a global network that influences agenda setting and policy development in respect of conflict and fragility. Its member representatives are experts and managers from governments and international organisations on issues like conflict transformation, governance and aid delivery.
INCAF produces an OECD flagship publication, States of Fragility. This report is one of the few sources for aggregate data and analysis of financial flows to fragile contexts and has in recent years become a go-to reference for donors. The upcoming 2016 report will put a special emphasis on the topic of violence. It will also present a new, risk-based approach to monitoring fragility and financial flows, building on the innovative approach to fragility introduced in the 2015 report. The report will be launched in November 2016. A pre-launch event will take place in September 2016.
The intern will support the Conflict, Fragility and Resilience (CFR) team within the Global Partnership and Policies Division of the Development Co-operation Directorate. The intern will support the CFR team, notably on work related to the States of Fragility 2016 report.
Objectives of the internship
· Learn about policy development and publication processes in a multilateral organisations and gain detailed insights on the current debate on development co-operation in situations of conflict and fragility.
· Deliver a number of concrete outputs (background research, analytical work, reports, meetings, and outreach related activities) linked to conflict-affected and fragile contexts.
General scope of work
· Support the publication process of the States of Fragility 2016 report and lead on selected aspects of the publication cycle (e.g. quality assurance, editing, liaison with publications staff).
· Support the preparation of launch events for the report, including through the preparation of communications material.
· Attend, participate in and report on INCAF meetings, seminars and workshops as well as Development Assistance Committee and other related OECD meetings.
· Analyse and formulate, directly or through work with others, background papers and/or substantive documents for consideration by the INCAF, the DAC or its relevant working groups and initiatives.
· Conduct background research and distil material into concise background notes as basis for good practice notes or other policy papers, reflecting a range of developing partner countries viewpoints so as to strengthen the basis for development co-operation partnerships.
· Liaise with professionals in development co-operation institutions, with subject matter specialists in academia and policy research institutes in DAC Member Countries and developing countries, and with relevant Directorates and associated bodies within the OECD.
Specific deliverables
A set of specific deliverables depending on the current work programme and needs of the team will be agreed upon arrival. It might include the following items:
· Support the publication process of the States of Fragility 2016 report.
· Support the preparations of launch events for the report, including through the preparation of communications messages and material.
