France: FIDH is seeking a Director for its Middle East and North Africa (MENA) Desk (Reference : RANMO-07-16)

FIDH (International Federation of Human Rights) is a non-governmental organisation based in Paris whose mission is to promote respect for the principles outlined in the Universal Declaration of Human Rights. FIDH is a federation of 178 national associations dedicated to the defense of human rights on the five continents.

The Director of the Middle East and North Africa (MENA) Desk reports to the FIDH Chief Executive Officer (CEO) and the Chief of Operations Officer (COO).

S/he will be responsible for working with stakeholders to develop the FIDH strategic action plan in that region, for coordinating and implementing the activities, preparing the report, carrying out the evaluation, and leading the MENA desk team.

Terms of Employment:

Long term contract (CDI) under French labour law, based at the FIDH head office in Paris, starting on 1 September 2016

Gross annual income: from 38 000 Euros (13 months), based on experience. Someone with a different level of experience and qualifications may be considered.

Responsibilities:

Develop the Desk's strategic plan in collaboration with the CEO, the COO, and board members

Develop the FIDH multi-year plan for the region

Prepare the year's action plan and suggest possible contingencies

Develop programmes of specific actions for donors and ensure their implementation

Develop the Desk's communication strategy in collaboration with the Media, Web, and Communication Desks

Develop and nurture collaborative relationships with internal and external actors

Liaise with, and develop, relationships with FIDH member and partner organisations

Foster relationships with members of the International Board, the Executive Board, and the chargés de mission involved with the activities of the MENA Desk activities

Foster relationships with the other desks (thematic, regional, and intergovernmental organisation (IGO) representations), as well as the communication, media and IT Desks of the International Secretariat.

Implement the Desk's action plan

Supervise and implement:

-fact-finding missions, judicial observations, solidarity and national advocacy missions, and workshops

-activities related to denouncements and alerts

-advocacy activities (prepare advocacy position papers, referrals to international bodies for the protection of human rights, and organizations for advocacy missions) in partnership with IGO leadership and delegations

-the production/translation/dissemination of FIDH's external publications

-the MENA Desk's communication activities

Coordinate the Desk's team accompaniment of human rights defenders and partners on the ground

Ensure that the activities conducted by the Desk, as well as their outcomes, are made known internally as well as externally

Ensure that donors, States, media and other NGOs are made aware of the role of FIDH

Allocate and monitor the budgets of the Desk's programmes

Ensure reporting and evaluation of Desk activities

Ensure that information on activities and their progress is easily accessible to the CEO and COO

Oversee and finalise evaluation reports

Evaluate Desk activities and ensure that they are properly executed in collaboration with the COO

Prepare descriptive reports to send to donors

Prepare and submit the Desk's activity report for inclusion in the FIDH Annual Report

Provide leadership to the Desk's team

Develop and train the Desk team

Supervise, organise, and evaluate work performance;

Ensure the supervision of interns

Ensure logistic and administrative management of activities

Qualifications:

-At least 6 years of professional experience in a similar position, and in this region

-In-depth knowledge of the Middle-East and North Africa region, and its political and human rights issues

-Master 2 type degree in law, international relations or human rights

-Fluency in Arabic, English and French

-Ability to work under pressure, as a team member, and independently

-Strong alignment with FIDH objectives and motivation to work in the non-profit sector

-Excellent interpersonal and representational skills

-Unquestionable ability to think analytically and prepare briefing papers
