ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

As a member of the CaLP team in West Africa, working on a specific project focusing on capacity building and documentation of Cash Transfer Programming (CTP) activities in Ebola affected countries, the CTP expert will be responsible for the documentation side of the project. The CTP expert will be in charge of developing a documentation report on CTP activities in Sierra Leone and Liberia implemented in the framework of the Ebola crisis response by Food for Peace (FFP) partners; this process will compare technical approaches of projects to identify strengths and weaknesses, identify success factors related to the context, and building on these findings, draw recommendations and best practice for the broad community of practice.

OBJECTIFS SPÉCIFIQUES

1.Development of Research Protocols and Tools

  • Attend the learning events in Sierra Leone and Liberia to understand the national contexts

  • Lead, with support from the technical global team and RFP, on the development of research protocols for planned analyses

  • Desk review to understand the context of CTP based interventions in the Ebola crisis response

  • Works with other partners as needed, in the field and as part of potential research synergy

2.Conduct and Manage the Field Research Process

  • Lead research activities during field visits for data collection, including collecting primary data, visiting ongoing projects, and ensuring timelines are followed

  • Work closely with CaLP technical global team

  • Visit FFP partners’ projects to conduct field data collection for planned analyses.

3.Team Management

  • Identify and recruit, if necessary, national translators and field data collection officers if work plan requires

  • Supervise and oversee enumerators and translators during field data collection visits if applicable

  • Coordinate, when applicable, with in-country data entry officer to ensure quantitative or qualitative data is collected and entered correctly, in a proper format, and in a timely manner

4.Research dissemination

  • Prepare agendas

  • Facilitate the four dissemination events

  • Prepare and facilitate two or three webinars

  • Represent CaLP at conferences and other relevant technical event

  • Work with CaLP’s communications team

PROFIL DU CANDIDAT

· Master’s degree in relevant field (Public Health, Nutrition, Economics, International Development, Sociology or other related field)

· Experience conducting field research in resource-constrained settings with limited supervision.

· Fluent written and spoken English. Knowledge of French required.

· Experience conducting applied research/documentation work in developing countries

· Substantial experience in CTP design and implementation, in contexts of crises desirable

· Knowledge of relevant software packages including statistical analysis & other specialized software

· Experience writing evaluation reports and/or case studies

· Knowledge of methods of program evaluation and/or implementation research;

REMUNERATIVE PACKAGE

Nous proposons une incorporation immédiate à un Organisme dynamique d’envergure internationale incluant les conditions contractuelles suivantes :

  • Salaire de 1850€ à 2400€ bruts par mois en fonction de l’expérience professionnelle et des responsabilités. Le système de rémunération d’ACF-Espagne permet une projection annuelle en fonction des résultats de l’évaluation de l'implication professionnelle.
  • Base : Dakar
  • Durée : 12 mois
  • Jusqu'à un maximum de 20% additionnel en fonction du contexte et responsabilité du poste (selon barème fixé par ACF-E).
  • Logement et nourriture pris en charge par l’organisation (incluant per diem) : package valorisé, selon le lieu de destination.
  • Les frais de transport jusqu’à la mission.
  • Breaks d’une semaine avec frais de transport vers la zone de référence et un extra de 215€ pour la semaine.
  • 25 jours ouvrables de vacances par an.
  • Assurance de santé, rapatriement, accident, voyage et vie.
  • Prime enfant (moins de 18 ans) de 100€ à 225€ en fonction des conditions ACF-E.
